U.S. military advisers have begun long-term stations in Kinmen and Penghu of Taiwan’s army amphibious camps, carrying out periodic training in the island’s special warfare camps, following the implementation of the U.S. ＂National Defense Authorization Act for Fiscal Year 2023＂ (NDAA 2023). The Ministry of National Defense (MND) stated that the NDAA aims to assist Taiwan in developing comprehensive training and institutional abilities. Since 2023, U.S. military advisers have supported Taiwan’s special forces in learning how to use the ＂Black Hornet Nano＂ miniature drone and have provided assistance in writing guidelines and teaching materials. Taiwan’s Aviation and Special Forces Command has expressed plans to purchase these drones. The NDAA’s provisions concerning Taiwan primarily focus on information exchange and collaboration in military training for ground forces. However, there are currently no plans to station civilian officials in Taiwan.

The Ministry of National Defense conducted drills at Zuoying Base in Kaohsiung, showcasing various military hardware such as the Ta Chiang Warship, Kuang Hua VI-class missile boat, M109 Assault Boat, and Hsiung Feng II and Hsiung Feng III mobile launcher vehicles. Lt. Col. Chen Quen-yuan of the Marine Corps’ Amphibious Reconnaissance Group Commander demonstrated the long-distance surveillance capabilities of their drones and highlighted the navy’s commitment to protecting maritime borders. The drills focused on preemptive threat detection and securing territorial waters. The M109 Assault Boat acted as a vanguard, providing critical information for subsequent operations. Commander Chun-Yin Chu of the 2nd Hai Feng Group, Navy, discussed the evolution of shore-based missile units and emphasized the navy’s ability to establish a common combat image and issue unified commands for an organized attack.

The Taiwanese Army (ROCA) has established three principles in defense against increased military drones from China. The Minister of National Defense, Chiu Kuo-cheng, stated that any violation indicates bad intentions, regardless of whether the drones crashed into water. The three principles, as reported by the media, involve troops prioritizing firearms use but considering the range for target shooting, assessing whether shot drones fell into water, and determining if ships were within a three-kilometer radius. Minister Chiu emphasized that these regulations are in place to ensure a clear understanding of how violations should be handled. Colonel Sun Li-fang, speaking on behalf of the Ministry of National Defense (MND), emphasized the urgency for the ROCA to respond swiftly upon detecting hostile behaviors from the opposing side.

The National Defense Report released by the MND on Sept. 12, was criticized for being unclear about the preparation and procurement of domestic drones.
